This has conflicting copyright information at the moment. The summary reads "photo by tony morosco who has copyright and has agreed to allow use on wikipedia" but the licensing tag reads "the copyright holder has irrevocably released all rights to it, allowing it to be freely reproduced, distributed, transmitted, used, modified, built upon, or otherwise exploited in any way by anyone for any purpose, commercial or non-commercial, with or without attribution of the author, as if in the public domain." Simply allowing use on Wikipedia doesn't extend to the latter license. There used to be an image copyright tag that would allow people to put up an image which is allowed for use on Wikipedia but now it has been decreed that images used on Wikipedia can not be "allowed for use on Wikipedia" but must either be copyrighted and used under fair use, or available under a free non-commercial license (so that rights have been granted to use and edit the image for a variety of purposes, including commercial ones). If the creator only wishes to license the image to Wikipedia, then it needs to be deleted. This seems a little bizarre, but it is a consequence of Wikipedia's goal of being a "free" Encyclopedia - other people should be able to reproduce its contents, and indeed edit them, without fear of tangling themselves up in copyright restrictions.
