As indicated in 49 CFR § 172.438 as seen at https://www.law.cornell.edu/cfr/text/49/172.438 and many other locations, take your pick, the picture shown is, in fact, NOT a radioactive "placard" but is actually a radioactive yellow II "label". The law governing radioactive placards is 49 CFR § 172.556 as per https://www.law.cornell.edu/cfr/text/49/172.556 and elsewhere. Keeping it very simple, labels are at least 3.9 inches by 3.9 inches and go on packages containing hazmat, while placards are at least 9.84 inches by 9.84 inches and are used on vehicles, rail cars, and cargo containers(non-exhaustive list). Perhaps someone could correct this picture or its title because, as it currently stands, it is both inaccurate and confusing. Multiple photographic examples of both are widely available even from US government websites and, as such, are usually public domain.
