My thought too (about the words under the bottom margin). Is it the names of those present?
- further research- they are R to L, Midhat Pasha, Prince Sabahaddin, Fuad Pasha, Namık Kemal, Niyazi Bey and (considering his future role in genocide, uncomfortably appropriately holding a sledgehammer) Enver Pasha.
