The photo, dated pre-1955, shows only the St.James and Museum lines, with the western lines for Wynyard and Town Hall stations that link through to the harbour bridge still incontruction. Since the western line opened in 1932 (see http://en.wikipedia.org/wiki/City_Circle) this photo was taken between 1928 and 1932.
