Having a picture with this little information with such a preposterously high resolution, is a waste of reader's resources and time.
Anyone who clicks on the non-high-resolution picture, is mainly interested in what the scene looks like. They are not trying to recognize possible individuals appearing in the windows of the building. You might want to save both money and time, of both Wikipedia and the users, by resampling the "big" picture to something reasonable.
