I thought I'd add this order, as it had been bugging me until I figured out, but I wasn't sure whether I should, as it's unsourced, and I don't know where to put it anyway.
So, from left to right: The Executive Secretary of the CIS; the Heads of State and/or Government of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Turkmenistan, Uzbekistan, Tajikistan, and Ukraine.
