I'm slightly unsure but isn't this image an example of a city council using sinage which goes against Home Office regulations for a Designated Public Place Order? The law, as I understand it, is it only becomes an offence when a person refuses to surrender alcohol upon an officers request. Hence the erroneous wording. The article for DPPOs refers to several councils doing this.
