There's no explanation for this map on any article where it appears. There should be a description of what these policies are, who sets them, how they're enforced, and what happens if they're violated. Obviously they aren't laws, but they have to be something other than a lack of availability. That implies that no physician will perform one after a certain point, but not that there's a rule prohibiting them from doing so.
