Contested deletion

This file should not be speedy deleted as bearing an improper license, because... The contested licence has now been replaced by a fair use licence with rationale. There are currently no known free-use images of him, but he is important enough in the history of Russia for it to be necessary to show his face in articles where he is a major factor. --Storye book (talk) 14:05, 19 November 2016 (UTC)
