Few little things to change

Great job, but there are a few little things to change. Spain was not suspended or withdrawn - only a few points were deducted, so it should be yellow. Belgium should be marked as participating in the qualifiers - they played for participation in the REC against the Netherlands after the qualifier format was announced.
