this photograph seems irrelevant. it is a shot of a few cars in a motorcade, shot at a poor distance and angle, purporting to show secretary of state clinton (whether it is or isn't her doesn't really matter.) it has nothing to do with relations between the countries. so what if she drove to some meeting to watch them sign an accord... how about a picture of the accord?
