The image is inaccurate it only shows 433 electoral districts, while there were 450. It is missing 17 electoral districts. For example, Serhiy Holovatyi (http://w1.c1.rada.gov.ua/pls/radac_gs09/d_ank_arh?kod=1902) was elected from the 19th district which was located in the city of Kiev that contained districts form 1 through 19.
