This is the logo for Scouting in Russia. Further details: Russian Scouting membership badge, per Scout emblem - inquiry at WP:UKRAINE it does not look like a Ukrainian coat of arms. It looks one of the towns of the former Ryazan vice-royalty, Russia - see commons:Category:Coats_of_arms_of_cities_and_villages_of_Ryazan_Region. The towns of the southern frontier of the former governorate are now not in Ryazan Oblast but in Lipetsk Oblast, Voronezh Oblast etc. and some were abandoned or downgraded to villages. The upper half (Ryazan) is easily identifiable, although the sword is curved, not straight as it should be (there are two options for this part - either sword, sheath and hat in upper half, or just the hat in a small escutcheon like here). Bottom half - which identifies the town - Yegoryevsk, Moscow oblast. Scouting in Russia

The entire logo is used to convey the meaning intended and avoid tarnishing or misrepresenting the intended image.
