1. Wyoming National Guard Association Medal for Excellence
' A Medal For Excellence may be awarded to any person who, while an Officer, Warrant Officer or Enlisted Man of the Wyoming National Guard, distinguishes himself by courageous conduct at the risk of his life, above and beyond the call of duty, or to any person, National Guard, other military service or civilian who, distinguishes himself by exceptional, meritorious service to the State of Wyoming or the United States in a duty of great responsibility, or who by selfless and untiring activities in connection with the Wyoming National Guard has rendered a distinct service in furthering the interest of and in promoting the security and welfare of the state or to any individual who by unselfish and untiring activities in connection with the Wyoming National Guard has rendered a distinct service in furthering the interests of and promoting the Wyoming National Guard. The Medal For Excellence will be presented by the Governor, Adjutant General or the Present of the Wyoming National Guard Association upon recommendation of the Wyoming National Guard Association Board of Governors.'
2. Distinguished Service Medal
' The Distinguished Service Medal may be awarded to any person who, while serving in any capacity with the Wyoming National Guard, distinguishes himself by exceptional service to the Wyoming National Guard in fulfilling obligations of great responsibility. The performance must be such as to merit recognition for service which is clearly outstanding. It will normally be awarded for recognition of outstanding service in more than one capacity and covering an extended period of time.'
3. Meritorious Achievement Medal
' The Meritorious Achievement Medal may be awarded to any person who, while serving in any capacity with the Wyoming National Guard, as distinguished himself by outstandingly meritorious conduct in the performance of outstanding services. The performance must have been such as to merit recognition of key individuals for service rendered in a clearly outstanding manner. Exceptional performance of duties normal to the grade, branch, specialty or assignment of an individual is not an adequate basis for this award. Service should be in the nature of a special requirement or of an extremely difficult duty performed in a clearly outstanding manner. However, justification of the award may accrue by virtue of meritorious service in succession of important positions.'
4. Outstanding Service Ribbon
' The Outstanding Service Ribbon may be awarded to any person who, while serving in any capacity with the Wyoming National Guard, shall have distinguished himself by extraordinary achievement or meritorious service to the Wyoming National Guard. The required meritorious achievement or meritorious service while of a lesser degree than that required for the award of the "Meritorious Achievement Medal" must nevertheless have been accomplished with distinction. To qualify, the achievement or service of the individual should have been of such magnitude that it clearly places him above his peers. It is particularly desirable that emphasis be placed on the award of this decoration to outstanding company grade officer, warrant officers, and enlisted personnel who's achievements and service meet the prescribed standards.'
5. Exceptional Achievement Ribbon
' The Exceptional Achievement Ribbon may be awarded to any person who, while serving in any capacity with the Wyoming National Guard, has distinguished himself by an act or acts of outstanding courage or completion of a period requiring extended or unusual physical stamina. The act or period involved must have been such that it has been completed with distinction and clearly places the individual above his peers, while of lesser degree than that required for the "Meritorious Achievement Medal."'
6. Achievement Ribbon
' The Achievement Ribbon may be awarded to any person who, while serving in any capacity with the Wyoming National Guard, shall have distinguished himself by an act or a period of time wherein the individual has accomplished any outstanding achievement which has resulted in promoting the interests of his organization or unit and the nature of such accomplishment that he does not qualify for a higher State award. It is particularly desirable that emphasis be placed on the award of this decoration to company grade officer, warrant officers or enlisted personnel whose achievements and service meet the prescribed standards.'
7. Berlin Crisis Ribbon
' The Berlin Crisis Ribbon may be awarded to personnel of the Wyoming Army National Guard who were actively sworn into Federal service for a minimum of thirty days during the so called "Berlin Crisis" portion of the cold war when the Russian Government and the East German Government denied the United States Military access over East German roads into Berlin, Germany during the period 10 Oct. 1961 to 14 Aug. 1962 inclusive.'
8. Selected Reserve Force Ribbon
' The Selected Reserve Force Ribbon may be awarded to personnel of the Wyoming Army National Guard who were assigned to the 960th Light Maintenance (DS) Company during any portion of the period 1 November 1965 to 29 February 1967 inclusive and the 133rd Engineer Company (LE) during any portion of the period 1 May 1968 to 30 June 1969 inclusive.'
9-12. Wyoming National Guard Service Ribbon and Device
' The Wyoming National Guard Service Ribbon and devices will be awarded to members of the Wyoming National Guard in recognition of service in the Wyoming National Guard and/or Federal Active Service. The Wyoming National Guard Service Ribbon will be initially awarded to an individual upon completion of a combination of five years of service of extended active duty in any of the Federal Military Services and/or the Wyoming National Guard. Service in the National Guard of any other States does not qualify for this award. The award shall be made upon completion of each five years of service as follows: Completion of five years of service, Basic Service Ribbon only: Completion of ten years of service, Basic Service Ribbon with silver "X" device: Completion of fifteen years of service, Basic Service Ribbon with silver "XV" device: Completion of twenty years of service, Basic Service Ribbon with silver "XX" device: Completion of twenty-five years of service, Basic Service Ribbon with silver "XXV" device: Completion of thirty years of service, Basic Service Ribbon with gold "XXX" device: Completion of thirty-five years of service, Basic Service Ribbon with gold "XXXV" device: Completion of forty years of service, Basic Service Ribbon with gold "XXXX" device.'
10. State Active Duty Ribbon
' The State Active Duty Ribbon established by the Adjutant General of Wyoming shall be awarded to personnel in recognition of participating on State Active Duty for any reason after 1 January 1979. Personnel must have been on State Active Duty orders for a minimum of an accumulative period of 5 days. Award will be made by the Adjutant General retroactively to 1 January 1979. This award is a one-time award and no oak leaf clusters will be awarded. Future awards must be requested by letter. a. The State Active Duty Ribbon will be standard size approximately 3/8" x 1 3/8" and in colors of brown, gold and brown. b. The State Active Duty ribbon will be presented by the battalion or unit commander or other representative at an appropriate ceremony.'
11. Wyoming National Guard Recruiting Ribbon
' The thirty-five years of service, Basic Service Ribbon with gold "XXXV" Recruiting Ribbon established by the Adjutant General of Wyoming, will be awarded to provide recognition of members to the Wyoming National Guard who have excelled in the field of recruiting. In order to qualify for this ribbon, an individual must secure enlistment or appointment of five (5) individuals after 1 January 1976. The commander concerned will certify to the Recruiting and Retention Officer, giving names and dates of enlistment/appointment, when a member of his command meets the minimum requirement of five accessions. Requirement will be the same for the subsequent award of Bronze and Silver Cluster. a. All FTRF personnel will receive the ribbon upon completion of one year AGR. A cluster will be awarded for every two years thereafter. b. The Recruiting Ribbon will be standard size approximately 3/8" by 1 3/8" and in colors of white, red and blue. The ribbon will have a white background, and have three red bars 1/16" on the right and left with four blue stars centered on the white background. These colors carry out the patriotic theme of red, white and blue of our nation. The four stars symbolize the first four enlistments and the ribbon symbolizes the fifth enlistment. Subsequent awards will consist of a Bronze Oak Leaf Cluster for each five enlistments. A Silver Oak Leaf Cluster will equal five Bronze Oak Leaf Clusters. c. The Wyoming National Guard Recruiting Ribbon or appropriate device will be presented by the battalion or unit commander or other representative at an appropriate ceremony.'
