The ceremony marking of the beginning of governance for the first Kaymakam Eyüp Sabri Kartal in Kavaklıdere, with President Turgut Özal and Vali Lale Aytaman.

Kaymakamlığı ziyaret eden Özal ve Kaymakam Eyüp Sabri Kartal'ın (16 Ağustos 1991) de ilk görevine başlama törenine iştiraki "sivil cumhurbaşkanından sivil yönetime destek" olarak değerlendirilmiştir.
Özal, her zaman sivil yönetimi savunmuş ve halk tipi sivil kıyafetlerden hoşlanmıştır. Kamu kurum ve kuruluşlarını resmi kıyafetiyle ziyaret eden diğer Cumhurbaşkanlarından farklı olarak çoğu defa kravatsız, keten pantolon, keten ayakkabı ve tişörtle resmi programlara katılmıştır. Yukarıdaki resimde görüldüğü gibi üst rutbeli askerlerin devir teslim törenine katılmazken, küçük bir ilçede kaymakamın göreve başlama törenine katılmıştır. Askeri birlikleri şortla denetlemesi medya tarafından şiddetle eleştirilmiştir. Özal diğer Cumhurbaşkanları gibi konuklarını köşkte ağırlamak yerine, Marmaris Okluk koyundaki resmi yazlıkta ağırlamıştır.

Ölümünde sivil cumhurbaşkanı, demokrat cumhurbaşkanı, dindar cumhurbaşkanı pankartlarıyla da bu tutumu desteklenmiştir.
