Fair Use rationale
[edit]- No free equivalent. The subject is deceased police officer who enjoyed a relativey short peak of notoriety only after his death. A search of Google turned up only one other photo of the subject, from a Government source; Flickr returned no hits, and there is only a very small probability that non-copyright photographs of the subject exist.
- Respect for commercial opportunities. Low-resolution/fidelity is used, thus I believe there is no loss to the copyright holder from its use here.
- This is to be the only non-free medium to be used in this article.
- Previous publication. Non-free content has been published outside Wikipedia, by the copyright holder.
- Content. Non-free content meets general Wikipedia content requirements and is encyclopedic.
- Media-specific policy. The material adheres to Wikipedia's media-specific policy.
- Significance. The image contributes significantly to an article as the primary subject and is used only in the article namespace
