Purpose of use in article (WP:NFCC#8)	Illustrate the shifting nature of Tolkien's working maps and their close inter-relationship with the shifting plot and narrative as The Lord of the Rings was constructed. This early map, made in 1943, shows that Mordor in multiple details did not have its final shape.
Not replaceable with free media because (WP:NFCC#1)	All Tolkien's maps for The Lord of the Rings are in copyright.
Minimal use (WP:NFCC#3)	This is the only example of one of Tolkien's earliest maps on Wikipedia. It is the only map in the article.
Respect for commercial opportunities (WP:NFCC#2)	It seems very unlikely, given the technical nature of the detail, the poor resolution, and the long time since publication.
