Purpose of use in article (WP:NFCC#8) To illustrate the Tim Rose article in which this album is discussed, since it is also the article on all of his albums until such time as the albums have their own articles, including this specific album. It is (as of this writing, and for most or all of the article's history) the only album illustrated there (Wikipedia is not an album-art image gallery). It was selected as the album to illustrate because it is his best-selling modern (post-1970s) work, possibly best-selling period, and it also provides a portrait of the artist, the only one in the article from anywhere near this period of his life (and not, so far, replaceable with any vaguely comparable free image from this era; see commons:Category:Tim Rose). This image is used in or near the "Discography" section in which the album is listed, though the album is also covered in the preceding prose material, as his final solo studio album (which makes it encyclopedically noteworthy regardless of sales volume anyway).

It is conventional and expected by our readership to illustrate a major work at the article covering it (whether it is the sole subject of that article or not). It is further useful to our readership's encyclopedic interests to present photographs, when feasible, of biographical subjects. In this particular case, Rose is known to a much wider audience via this album, its supporting (and subsequent) live tours, including with Nick Cave and the Bad Seed, and material released on and shortly after this album, than his original period of notability in the 1970s. So, both the album cover itself and its featured portrait of Rose are of immediate encyclopedic utility in the article, and lack freely licensed alternatives.
Minimal use (WP:NFCC#3) This is a low-resolution file. We are not using more than necessary of the work, only the front cover (being of encyclopedic interest to our readers, versus the needs of something like a discographic database's userbase which might also have use of back cover, liner notes, etc.). No additional non-free items are used at this article.
