Not replaceable with free media because (WP:NFCC#1)	All of the people in the photo are presumably dead. Pauline Byrns died in 1990. Jo Stafford died in 2008. Vince Degen died in 2005, it says here. Jerry Duane died in 2014, I believe. Howard Hudson died in 2012, it says here. Tony Paris I couldn't find info, but if he's alive he'd be about 100 years old. Even if he is alive, a picture of the group "The Starlighters" would be now impossible to obtain.
Minimal use (WP:NFCC#3)	It is a small image used once, in the one article.
Respect for commercial opportunities (WP:NFCC#2)	Per WP:NFCI #10, "Pictures of deceased persons, in articles about that person" the assumption is that this is allowable. The Starlighters have been extinct since the early 1950s and there is frankly no commercial opportunity anymore in exploiting them or their image. While this is a publicity photo (presumably), the days of profitably publicizing The Starlighters are decades gone.
