The person passed away over four decades ago which makes it hardly possible to find any person or organization that might release photographs to the public domain. Some newspapers used the person's picture, however, it is more reasonable to use a portrait picture rather than a newspaper image under fair use.
Minimal use (WP:NFCC#3)	The image will only be used once in this article for identification purposes.
Respect for commercial opportunities (WP:NFCC#2)	The owner of the image is a government agency and does not have financial or other incentives to retain the rights to the image. The reason they have not released it in the public domain is because of the non-existence of copyright laws in Turkey in combination with a slow-paced bureaucracy.
