This file is in the public domain because According to the Croatian central postoffice, there is no copyright on stamps of the "NDH" (1941-1945). Excerpt of the original e-mail message:

Želimo Vas izvijestiti da Hrvatska pošta nema nikakve ovlasti nad korištenjem slika maraka iz vremena NDH.

(Translated: The croatian post does not have any copyright on stamp issues of the NDH). So this stamp is "public domain".

This template must not be used to dedicate an uploader's own work to the public domain; CC0 should be used instead.

This work must carry justifications for free usability in both the United States and its country of origin.
