The photograph was taken in 1887 and published on 1 April 1905 latest, making this photo public domain in the US, as it is work published outside the United States before 1925 by a foreign national. The photo is also public domain in the UK. The photographer is unknown, and even if it were either Maull or Fox, the last of the two (potential) authors died in 1914.
