The building accommodated at that time the principal departments of the Scottish Office. The relief has the cross of St. Andrew in background. Lower centre: depiction of Jesus calling St. Andrew with inscription, "And I will make you Fishers of Men". Also depictions of St. Ninian, St. Kentigern, St. Columba and St. Magnus. Work conceived and designed by Walter Gilbert; modelling by his son Donald Gilbert. Donald was no doubt inspired by his own Scottish ancestry (via his mother Ina MacGeogh). Bronze casting by H. H.
