The Pader District Referral Hospital was funded by the U.S. Defense Security Cooperation Agency Overseas Humanitarian, Disaster and Civic Assistance fund in cooperation with Combined Joint Task Force-Horn of Africa. The $369,000 facility will help sustain the lives of Uganda's 1,400,000 internally displaced persons and more than 200,000 refugees from regional conflicts, and provide preventative care and treatment of HIV. The service members of CJTF-HOA, headquartered in Djibouti, employ an indirect approach to counter violent extremism. Through a strategy of cooperative conflict prevention the task force helps build the internal capacities of countries at risk to prevail against extremists exploiting instability.
