d any qualified voter may have his name placedupon the primary ballot upon filing with the City Clerk a proper petition signed byfifty qualified voters. The general election is held two weeks after the primaryelection, and the tw^o candidates receiving the highestnumber of votes for eachoffice to be filled at the primary election are the only candidates whose names arepermitted on the ballott at the general election, and the candidate receiving thehighest number of votes if elected. The adoption of these amendments radicallychanged our system of government. The Board of Public Works was abolished,the Police Commission and Fire Commission were eliminated and the membershipof the Common Council was reduced from nine to five members and each memberis superintendent of a department. The Mayor is not a member of the Council buthas a general supervision over all departments of the city and it is his duty to seethat they are honestly and economically and lawfully conducted. 82 PACIFIC MUNICIPALITIES recommend to the Common Council such measures as he may deem beneficial tothe citys interests. He has a veto power and it requires a two-thirds vote to passany ordinance over the Mayors veto. The Mayor is chairman of the AuditingCommittee and he appoints the Auditor and Assessor, the Park Commissioners, themembers of the Board of Health, the Library Trustees and the Cemetery Trustees.All other appointments are made by the Common Council. The authorities andduties of the Common Council are distributed into five departments, as follows: Department of Finance, Ways and Means; Department of Police, Health and Morals; Department of Streets and Public Buildings; Department of Fire and Sewers; Department of Water. The new form of government went into effect May o, 1909, since which time amarked improvement has been made in the management of the citys affairs. Themembers of the Council now receive a salary of $2,000.00 per year each, and givetheir time and attention
