The Pennsylvania Cross for Valor shall be awarded by the Governor to members of the Pennsylvania Army National Guard, Pennsylvania Air National Guard, Pennsylvania Guard, or of the military and naval forces of the United States, for acts of bravery, courage or valor above the ordinary gallantry of other members of the services. This award will ordinarily be awarded on the recommendation of the commanding officer of a regiment or similar unit, but such recommendation may be initiated by an officer of lower rank. All recommendations for this award shall be forwarded to the Governor through the Department of Military Affairs.
