No. The police produced only this artist's impression and although it represents the prime suspect it is not the image of any living person. A specific drawing also can't be 'replaced' directly with another one, it wouldn't be the same, and it certainly wouldn't be the same as the only police artist's impression

The image was released to the public for broad distribution by Lincolnshire Police, who would not lose profit from its further distribution. It is believed to be free for distribution and reuse. It has been extensively disseminated in the news media, both TV and print, since its first release in March 1988.

Also it's been cropped down and reduced significantly so they can just use the original if they want money from it, which is unlikely

Other information The person it's supposed to be showing was estimated to be around 35 in 1994, so as of 2023 if they were still alive they would be in their 60s probably and obviously would look substantially different
