As this image was from a "Merry Christmas" ad for the product dated 1919 according to the University of California, Davis "History Project," the drawing of this cleanser is likely public domain in the United States. Further, this is but a small portion of the entire advertising drawing, and is low resolution. (Taken from overall advertisement found here: http://historyproject.ucdavis.edu/ic/image_details.php?id=425.) As for the logo and package design itself (the trademark), all that is shown here, it is owned by the Cudahy Packing Company (manufacturers of Old Dutch Cleanser in 1919) or its successors in interest. The proper analysis is fair use of trademark here, not of copyright.
Investigation of the U.S. Trademark Office records indicate that this logo is currently owned by Dial Brands, Inc.
Maude E. Sutherland, daughter of Dr. and Mrs. Murdock Sutherland, resided with her parents on Cowan Street, Westville, Nova Scotia, Canada. In 1905 she designed the Cleaning Lady on the “Old Dutch Cleanser” container. The product was the most popular cleanser of its day.
