This picture is of a deceased person, Mykola Ivanovych Tseluiko, in the article about him, in the special circumstance that we are unlikely ever to obtain a free close substitute (there may simply be no other image showing him at work, and given the difficulty of sourcing materials from the Ukraine we may never find out). The image is particularly suitable as it shows Tseluiko at work, and hence illustrates the article about his life and work far better than would, say, a passport photograph. (WP:NFCI #10 seems to fit well here.)
