Not replaceable with free media because (WP:NFCC#1)	I have scoured the internet and this photo has been used by many free publications and websites without any watermarks, copyrights or anything. I have searched and encountered the same issue with each photo and some of them don't even have dates with them.
Minimal use (WP:NFCC#3)	This file will only appear on the page one time.
Respect for commercial opportunities (WP:NFCC#2)	This person is dead and has been for 40 years and the photo had to have been taken in the 1920s. It has been used across many sites so this is why I feel that it will not be bad to use this photo.
Other information	The subject of the photograph has been deceased since: February 21, 1977
