James Gillray, the English artist of the painting who lived from (13 August 1756 – 1 June 1815) was a British caricaturist and printmaker famous for his etched political and social satires, mainly published between 1792 and 1810. The original publication of this English work is over 100 years old, but specifically Gillray has been dead over 100 years, having died in 1815. Gillray is identified in the source listed above, but many publications cite Gillray as the artist of this work, and he did many drawings of Mendoza which reside in wiki commons.
