Not replaceable with free media because (WP:NFCC#1)	I have looked for a free photo of Liu Xu Chang and have been unable to locate one. He died decades ago in a country foreign to me. His name is not standardized in a western language and that too has made searching difficult. The photo is the only one currently circulating on the internet, on Chinese sites, and is being used on the Encyclopedia Baidu (not owned by them). The link to their source does not work.
Minimal use (WP:NFCC#3)	This will be used on one article, solely to identify the subject of the article.
Respect for commercial opportunities (WP:NFCC#2)	The commercial demand for images involving Liu Xu Chang will involve his own images, not images of himself. This is a very low resolution image, suitable for little but giving us an idea of how he appeared and will be used for that purpose. This is probably in public domain (if it was published in his lifetime it would have gone into the public domain no later than 2016). Any owner of the rights should have an original photo as well, much higher in resolution and not impaired by this low-resolution image.
