Description Les Aspin, former Secretary of Defense, addresses the crew of the nuclear-powered aircraft carrier USS THEODORE ROOSEVELT (CVN-71). Aspin and President William Jefferson Clinton are visiting aboard the ROOSEVELT as it is underway off the coast of Norfolk, Virginia.
