Português: "Na cerimônia em que assinou decreto autorizando a complementação salarial de servidores de categorias análogas à das autarquias da Marinha, Jango foi aplaudido por seis mil operários navais e disse em seu discurso que "o que ameaça a democracia é a mortalidade infantil. O que pode ameaçar a democracia é negar direitos a milhões de analfabetos que vivem em todo o território nacional. O que ameaça a democracia é a fome, é a miséria, é a doença dos que não têm recursos para enfrentá-la. Esses são os males que podem ameaçar uma democracia, mas nunca o povo na praça pública, no uso dos seus direitos legítimos e democráticos"."
