Reason: Mapping data is from 2007, except for Ukraine (2008), Nigeria (2020) and South Sudan (no data).
Also this is a prime example of misuse of choropleth map data: OF COURSE China and the USA had 100M+ internet users. AND OF COURSE Luxembourg had less than 500k Internet users in 2008, but that is still the majority of their population. BAD MAP, bad bad map. Nobody should use this crap.
