This statue is PD because it was originally created in 1954. There was probably no copyright notice, but that is not known for certain. It is certain, however, that the copyright, if any, was not renewed as required about 1982, see http://www.copyright.gov/records/. Note that it is still under copyright in those countries that do not apply the rule of the shorter term, see below.
