This installation is faulty because, although one reason for providing a Ground/Earth electrode (at any building) is to provide a "Multiple Earthed Neutral" and an Earth/Ground connection for "Equipment Grounding", it is also to provide "System Grounding" - to dissipate any "Magnetic Pulse" due to a nearby lightning discharge.
Because of this latter requirement, the connection to the Earth/Ground Rod should be no longer than is necessary and contain no unnecessary bends.
The coiling of the conductor in the manner shown, provides an Impedance, which defeats the purpose of this Earth/Ground connection for "System Grounding".
