As a film is inherently visual, its identification is aided and commentary on it supported by a visual example , which this image provides. For this reason use of the image constitutes 'fair-use'. Also believed to be fair use in the article Portrait Werner Herzog because it demonstrates a key scene in the film which is the main subject of the article.
