Unknown; The handwriting was kept in an envelope titled "
کاغذهای سیاسی (محرمانه)
" ("Political Papers (Confidential)") in the personal documents of General Fazlollah Zahedi, before it was transferred to the Hoover Institution in 2009 by his son. Individual(s) involved in writing this note are unknown. According to Ardeshir Zahedi, the handwriting does not belong to his father. Mark J. Gasiorowski hypothesizes that the English part is most likely written by an American (presumably a CIA officer), based on its style and grammar.
