Description Gordon R. England (right) is administered the oath of office as the 72nd Secretary of the Navy by David O. Cooke in the Pentagon. England was nominated by President George W. Bush to be secretary of the navy on April 24, 2001, and was confirmed by the Senate on May 22, 2001. Cooke is the director of administration and management for Office of the Secretary of Defense.
