Purpose of use in article (WP:NFCC#8)	Achemez Gochiyayev is suspected by the Russian authorities of committing 1999 apartment bombings in Russia. The article discusses also the alternative version of FSB involvement. The photo purportedly shows Gochiyayev with warlord Ibn al-Khattab and thus provides an important visual evidence.
Not replaceable with free media because (WP:NFCC#1)	Since al-Khattab is dead and Gochiyayev remains at large a free alternative cannot be created.
Minimal use (WP:NFCC#3)	One low-resolution file will be used in the 1999 Russian apartment bombings article.
