It was created for distribution to the show's viewers; copies were distributed in response to fan letters, photo requests, etc. The image was meant to attract attention and publicity for the show. The aim of this image was exactly the same as the publicity shots/stills done in the film industry.
The rear of the photo clearly indicates that the ultimate source for it was WGN-TV. Copy from back of card:"From the castle of Garfield Goose-Dear Loyal Subject: Thank you so much for writing to me. I hope you'll always watch my show on WGN-TV. Frazier says to thank you for him, too. We both hope you'll like our "family picture". (signed) your friend, Garfield Goose."
The television show left the airwaves in 1976, so it is within the timeframe for the pre-1978 no copyright markings ruling.
They reveal that WGN-TV renewed no copyrights to this image or any collection of images or any collection of material that might encompass this image.
There is no evidence that WGN-TV claims copyright on the image.
While this version of the postcard was previously uploaded, it was done under a non-free license. The image was then changed to the other version of this card, which was clearly not marked for copyright, and the license changed to free-use pre-1978. A closer examination of this version of the postcard front and back shows there were no copyright markings on it either.
