Each column corresponds to a discrete time step. Each row is the firing history of a neuron, since the infinitely remote past to some current time t: each Boolean digit tells whether the neuron fired ("1") or not ("0") in the corresponding time step.
In the next time step, from time t to time t+1, each neuron N may fire with a probability that depends on the part of the firing history of the network since the last firing of neuron N. The large red and blue rectangles indicate the relevant histories for two of the neurons, whose most recent firings are the colored and boxed "1" digits. The arrows indicate the corresponding firing indicators in the next step (empty boxes at right), whose probability of being "1" depends on the respectve partial network histories.
