The text is in Filipino and translates as: "PLACE OF SURRENDER OF SPANISH FORCES IN NEGROS OCCIDENTAL: ON THIS SPOT WHERE THE HOUSE OF DON JOSE RUIZ DE LUZURRIAGA USED TO STAND, FILIPINO LEADERS LED BY GENERAL ANICETO LACSON AND JUAN ARANETA ACCEPTED THE SURRENDER OF SPANISH FORCES UNDER THE COMMAND OF ISIDRO DE CASTRO, THE POLITICO-MILITARY GOVERNOR OF NEGROS OCCIDENTAL, AND OTHER OFFICIALS, AFTER BOTH PARTIES SIGNED THE DOCUMENT OF SURRENDER, 6 NOVEMBER 1898. THE SURRENDER MARKED THE END OF SPANISH CONTROL OVER NEGROS OCCIDENTAL.
