The cluster to the right are function keys marked F1 to F13. Note also that the shift function has separate upper-case and lower-case keys -- that is, only a locking shift function is provided. Finally note the inversion of the numerals and punctuation on the top row of keys -- punctuation is lower case, numerals are upper case.
