1881년 충청도관찰사 이종원(李淙遠)이 제출한 태극 팔괘의 도식(圖式)에 의해 비로소 국기를 정하였다. 그러나 실제 태극기를 국기로 사용하기는
역관이었던 이응준이 김홍집의 명에 의해 만들어 1882년 5월 조미수호통상조약 때 사용한 것이 처음이다. 국내에서 국기로 제정하여 공포·사용한 것은 1883년부터이다.
