прямоугольное полотнище с отношением ширины к длине 2:3, разделённое волнистой нисходящей линией на две части; верхняя у свободного края - белая, нижняя у древка также разделена волнистой ниспадающей линией на голубую вверху (шириной в 2/9 от ширины полотнища) и жёлтую части. В верхнем углу у свободного края - чёрное с жёлтым изображение орла.
