There were two television specials called "Swing Into Spring", one in 1958 and another in 1959. Jo Stafford was not part of the 1959 presentation.
Working on the premise that in 1958, most major television programs were copyrighted, a copyright search was done for any possible renewals.
Three renewals were located at a copyright.gov search-one for 1958 and two for 1959. They deal with a song also called "Swing Into Spring"-lyrics by Johnny Mercer and music by Bob Swanson.
The original copyright information for this song was searched for 1958 and 1959. The instances are found in music copyrights.
1958 Robert Swanson copyrights the music.
1959 Johnny Mercer copyrights the lyrics.
Regarding the television programs, no 1958 renewals were located for anything but those mentioned above for the Mercer-Swanson song. There is no evidence that any copyright continues to be claimed on the television special the image was taken from.

This work is in the public domain because it was published in the United States between 1929 and 1963, and although there may or may not have been a copyright notice, the copyright was not renewed. For further explanation, see Commons:Hirtle chart and the copyright renewal logs.
