Reason for the nomination:
Fictional flag with misleading name, which leads to it being erronously used time and time again. If we absolutely must keep this file, it should be renamed so that users won't add it in good faith. As long as we keep this file under the current name, it will be detrimental to Wikipedia. COM:INUSE should not apply to outright misinformation
