English: Translation of the text on this relief badge:

"The last stone, laid by Colonel, Commissioner of the Nederlands government, Governor of the possessions, C.M.J. Nagtglas, Elmina, 28th of September, 1869"

(Meant is Colonel Cornelis Marius Johannes Nagtglas. He was four times Nederlands governor on the Gold Coast in the period 1857-1871. Elmina was Nederlands posession until the 6th of April 1872.)
